The OTT platforms submission to the government, sent earlier this month, was made by Digital Publisher Content Grievances Council (DPCGC), an independent self-regulatory body set up under the Internet and Mobile Association of India (IAMAI) and whose members include several prominent players like Netflix, Amazon Prime Video, Apple TV, Altt, Eros Now, Hungama, MX Player and Shemaroo...

"Thus, in order to make their services more accessible, certain best practices like providing subtitles for deaf and hard of hearing (SDH) / closed captions (CC) and / or audio descriptions (AD) for users who are deaf and hard of hearing and / or blind or visually impaired respectively are being followed by certain OCCPs," the DPCGC said...

The DPCGC said that IT Rules, 2021 lay down a code of ethics for OCCPs, which outlines general principles for content on OCCP platforms with specific provisions on the criteria for content classification, display of classification, restriction of access to certain curated content by a child, and measures to improve accessibility of online curated content by persons with disabilities...

"Reasonable efforts, to the extent feasible, are made by certain OCCPs on content-to-content basis for making such audio descriptors available for users who are blind and visually impaired, either in cases where the production house already provides for such a feature in the content or where the content is owned and produced by the OCCP itself and has the rights," it said...
